2019年3月25日，美國政府出版局發(fā)布一份由美國貿(mào)易代表辦公室總法律顧問公告Stephen P. Vaughn(斯蒂芬·沃恩)署名的通知，批準(zhǔn)87項針對美國對華301征稅340億清單的產(chǎn)品排除申請。此次排除涉及29個10位美國稅號，其中3個10位稅號下的產(chǎn)品完全被排除，26個10位稅號下的部分產(chǎn)品被排除。排除的效力將從本決定公告之日起開始計算，為期一年。
此次排除具有溯及既往的效力，即追溯至2018年7月6日開始生效，已經(jīng)繳納的301稅金可以要求返還。

美國發(fā)布第一批排除加征關(guān)稅清單
2018年12月21日，美國貿(mào)易代表辦公室曾發(fā)布公告稱，批準(zhǔn)對340億美元加征清單中自中國進口的984項商品的排除申請并于當(dāng)月28日正式批準(zhǔn)。
豁免產(chǎn)品包括用于船舶推進系統(tǒng)的火花點火發(fā)動機、放射治療系統(tǒng)、用于空調(diào)或取暖系統(tǒng)的恒溫器、蔬菜脫水器、輸送帶、模具滾輪機、不銹鋼刀具等。

美國發(fā)布第二批排除加征關(guān)稅清單
25日，美國貿(mào)易代表辦公室（USTR）發(fā)布最新公告，批準(zhǔn)了美國對華301征稅340億美元清單中數(shù)十項商品的排除申請。
根據(jù)此次公告，排除清單涉及29個10位美國稅號下的商品，其中，3個10位稅號下(8412.21.0045；8430.31.0040；8607.21.1000)的商品完全被排除，其他26個10位稅號下的部分商品被排除。
商品涉及離心泵、吸乳器、葉輪外殼、壓縮機殼、電力變壓器、凈水器、橡膠履帶、發(fā)動機、測深儀、電動機等。
